The simplest suggestion I have is to ignore the sidewalk. Make up the base tile by measuring out the area by hand (3x3 is... erm... 22.5"x22.5" I think) then mark out the area for the warehouse in the middle (21"x21") and glue down your walls. Follow the guidelines for creating flooring in the set but start with the middle tiles and work out. If you don't have enough off-cuts left over, print off another floor tile and chop it up to make a "border" around the warehouse. Does that make sense?
