does anyone know if you can put hexs on the city street maps, i want to use with battletech.

There are two options readily available - depends on how much you would like to work for it.

One, you could find a hex grid image online, and print it out onto transparency paper. Use that as an overlay on existing tiles. It's quick and fairly easy, but can get pricey, and you have to deal with a bit of reflective glare.

Or two, you could use an image editing program (Photoshop, or the free GIMP) and overlay that same hex grid on top of the actual street tile image. This involves a lot more work up front, but would look the best, IMHO.

quick and dirty solution. Print your map. Put the paper back in the printer. Set printer to quick print B&W (least quality makes the black grey on most printers) and print the grid on top of your map.

I was working on this just today. The problem is getting the hexes to "wrap" properly. Meaning if you put a whole group of street tiles, they should line up with the partial hexes of the tiles around them. Plus you have to do this so you can rotate each tile to any 90-degrees and still have it work. Any ideas on how to do it?

It has 2 versions for the road and streams.

Even ignoring 90-degree rotations, it's pretty difficult to get the tops/bottoms and sides to both line up. You need hexes of a very specific size relative to the tile to make it work.
