I got one of those interchangeable compasses way back in art school. It could be used for this with a little bit of work and repetative cutting....

I still prefer to freehand with an exacto or use *******...

I usually use a very cool bar compass with a blade attachement for larger-diameter circles, but the small ones are still freehand, VERY slow and steady... Still the quickest and best results in my book...

White Mite, did you say SCISSORS!!! Good lord, man, you're likely to be tied to the WWG rack for that one!!! Scissors are for cutting Velcro pieces until you don't want to look at Velcro ever again, not actual CARDSTOCK! (GASP!!!)
No, seriously, scissors "cut" your time down considerably on some circle cuts, if they're small enough to knock out without too many flexes of the handles...
