I reinforce with matboard not foamcore but it's the same principle, I personally prefer to completely cut out my pieces then glue them to backing depending on which I'm working with. Deathreaver999 is a more prolific foamcore user, his modern builds are exactly what your talking about, take a look at his gallery and you'll see what I mean, he'll probably pop on here and give you some advice though.

I'm not typing out any serious instructions here for my methods as they are already quite well covered in these two threads, one for buildings and one for props. These methods work as well for foamcore as they do for matboard, or balsa wood, and probably any other heavy backing material.
