It seems the biggest hole in the Mayhem universe is the lack of the remaining "First Responders" - most notably, the Mayhem Fire Department! How about an Emergency Responder set centered around the Fire Department, with additional paramedic vehicles, Hazmat vehicles and maybe some Humvees for the National Guard. A medivac helicopter would fit well, as well as news choppers. A few road and ground tiles with various spills would complete the picture as well as some smoke and chemical gas transparencies. Most miniature games, both tactical and RPGs, are centered around the action and the action often means disaster!
