I love the idea, but I'm pretty sure that it couldn't work as a single release. It's my understanding that currently, WWG takes a chunk (rightly so) and the designer takes a chunk... but if you had a set with ten designers, it would be an administrative nightmare.
However, we could collaborate and produce a collection of kitbashes, not as a single release. For example, under the Modern banner of kitbashes, you could have a sub-header of Mayhem Mega-Mall or something, with individual components available seperately, but designed as a complete set. Does that make sense?
I'm fairly close to having my convenience store ready to submit. I have to add a couple more bits inside, but the shell has been done for a while. Once I get it all finished, I'll post photos and see if it's valid as a kitbash or not. I suspect it'll be too many bits to be valid as a kitbash, and my quality isn't anywhere close to WWG standards so releasing it as a mini set would sully their good name. If nothing else, it'll look good on my table
