Where I work (which is a very large company), we can't do an install with the machine on our internal network without risking getting it infected. And we have a large IT department to defend against that crap.
Heck, my sygate lights up red while I'm at work, and is quiet at home.
It depends on your environment, but it is generally a true statement that setting up a machine while on the net, is risky.
