Making larger, but reconfigurable, boards is something that the Terrain LinX sets are very good at. While designed for 6 inch squares it is not hard at all to make multiple tile squares that still interconnect. I have a 3x3 tile town square and a 2x2 tile town square, because I use always use them together. I find a 12 inch by 12 inch or 16 inch by 16 inch foamcore mega tile (my own term) very handy. I am also planning some permanent diagonal roads made the same way. Ditto for some permanent 3D lengths of Canals. (Time, where is the time? I know I used to have some lying around here somewhere....)
Another trick with the multi TLX tile approach is to permanently mount any non-TLX models you may have on a TLX base, both older WWG models and those by Other CompaniesTM can then be used with the TLX tiling. I am thinking about rebasing the battered remains of my Harbor Master, since I needed to do some repairs anyway. Sadly, I am pretty sure that I will end up starting over - the repairs wouldn't be any easier than doing a new build. I also have a few builds from other companies that look very nice on Himmelveil Streets and Canals tiles, gates and windmills.

I guess my major hang up in planning anything is that I have no idea whats capable. While Thoumont's says it can do a million buildings, I dont even know how to make a simple, say, four wall cottage.

My suggestion is sketch out a couple of different plans--keep them simple at first--and then build them. After that, you should have a better grasp on assembly of the models. Also, the more you build, the better feel you'll have with what you can do. It is a bit of a patience thing, especially if you are new at the whole thing.
BUT, once you get a few build, you WILL see the possibilities. Trust me, I have more projects that time to build, and even as long as I have been doing it, I discover new possibities all the time--part of the problem, really,

Depending on how "modern" you want your urban environment to look, I would suggest looking at the new Mayhem "Streets of Legend" set along with any/all of the other Mayhem products. Mayhem is a fantastic product that allows you to build and entire city/urban layout that can go from a clean urban environment to a ruined, apocalyptic neighborhood on the same gaming table. The rest of the Mayhem sets allow you to add an armory, apartments, bank, police station, office buildings, etc. Virtually anything you could ever want in a city!
The way I started, was to print out a complete set of terrain tiles on my laserjet printer (no need to waste color ink at this point). I then made about a dozen copies of the tiles that looked like the ones I wanted to use and rough-cut them out. I then laid them out on the gaming table to get an idea of how they would look together. This gives you kind of a rough map of what you might want to build and also provides you with the correct number and type of tiles to print. Obviously, you can print out any additional tiles you need. **The TerrainLinx Planner is a computerized version of basically the same process I just explained, but I still had a difficult time visualizing how I wanted it to look on the table.
Once you have your print and cut list, you can begin building the tiles. There are enough tutorials on this site, and are included in all of the TerrainLinx products that it doesn't need to be repeated. Again, a difficult part of the process for me was understanding the TerrainLinx system and visualizing how things fit together. Once you figure that out, it becomes much easier to envision your final table.
If all that is not challenging enough, the TLX system allows you to build in 3D. You can build a normal urban street, with the Himmelveil Canals or Sewers beneath it, or add the subway, or any of dozens of variations. This factor alone, along with the modular flexibility offer in all the WWG products, may cause you to rethink your idea of permanent;ly mounting your tiles on an MDF tabletop. You will invest a little more time to initially develop your table, but the outcome will be well worth the effort. Again, once you get started, it's hard to stop.
If you want a few basic instructions to get a few buildings, here you go:
Print out 4 brown 6x6 tiles, and 2 red 6x6 tiles and 2 anchor sheets
Print out 6 mounting tiles
Build the tiles attach the anchors
Decide on a building type (wood, stone, etc)
Print 1 sheet interior/exterior walls with doors, 2 sheets interior/exterior walls with windows, 1 sheet interior/exterior plain walls, all of your building type
Print out 4 truss sheets that match your building type. Use the end trusses with the linx tabs.
Print out 4 6" roofs. Use the shorter one.
Build all of these.
Print out the 2 way posts that match your building type.
Build them.
That's enough to build 2 6"x6" buildings. Use the 2 way posts for the corners of the building. Each building will have one door, two windows, and one plain wall. Use two each of the totally flat walls, and two of the walls with the top wedge. Two each of the trusses and roofs are for each building. You'll have two tiles left over - and you might have to print another page of posts, I'm not entirely sure.

Ok. after getting the basics down, thanks to you all, I think I have the Idea's of what I'm going to do.
HOw we do terrain at or games is each person puts a piece on the table, until one of us calls uncle, and then the other gets one more piece, minimum of three each.
so, in general, we end up with 6-7 pieces on the board.
I'm going to carve the board into 9 1 foot sections, with 2 6" roads. Like so:
then I'm going to build a number of 1' Squares, 12 to be exact. 9 of them with assorted buildings and different layouts. Large buildings that can be fought in and from, raised levels that can be fought both in and on top, accessible by stairs and/or ramps, ect. and three "empty" tiles, that way when someone decides to "stop" they just keep putting empty tiles down.
Ok, now to the Meat and Potatoes, with that idea sketched out.
What 1' tiles should I build? Its a steampunk world, so:
Munitions factory
Steamjack Facotry
Market Square
1-2 Housing Squares (4, interchangeable 6x6 house tiles)
Bridge with Canal
and, as my skill level goes up, I can contine to make 1' Squares in different styles. It could be awesome.

You can make some pretty nasty looking discharge from the factories using a combination of Sewers and Canals. Make the characters really feel like taking a swim.
From Thoumont's the wooden walls look dilapidated, and really don't care what era thegame is set in. The stone also works well. Using just the wooden walls and some posts can be used to enclose a junkyard.
Something that I am trying, in regards to aesthetics, is to have an outer arched set of walls, some greeblies (often using a plastic refinery kit that I am fond of), then a solid inner wall. Model bits can also work well, the idea is to make the area between the walls look busy. I rather like that refinery set - and it is snap fit, so can compact down for travel along with the TLX portions of the build. In theory, anyway - my greeblies are glued together and painted, this whole breaking things down for storage is a new idea for me - part of the reason that I have so few builds is that I used to give them away after I was done with them. I even gave away my first TLX build as a Christmas present.
A quick visit to your local toy store may reveal some cheap plastic steam trains and track - the straight sections of track can run down the middle of the straight Himmelveil Streets, and fit well. (You may want to leave the batteries out - I have found that full grown gamers, some with kids of their own, cannot resist playing with the toy trains....)
While Harbormaster is designed for the waterfront, I have found that it makes an excellent train station - if you have a harbor train terminal for your waterfront then the building can serve both purposes. It also has some very good steam era furniture and architecture. While not TLX compatible it can be mounted quite nicely on some of the Streets tiles. The only downside is that it is a permanent build, and does not break down for storage and travel like TLX does.
Also not TLX compatible, Sea Works: Skull Cove has boats and a nifty crane that can be used to flesh out the Canals. World Work's textures have gotten better since, but these definitely fill a niche. The crane looked right at home in the junkyard I mentioned above - I mounted it in a corner of the yard, on top of a small flat roofed building. Back when I made it both the wooden walls of the junkyard and the stone building came from Arena Works. TLX will work as well, if not better. Again, the crane is a permanent build, and does not fold flat.
Also handy - Bug Hunt Halls fro the Kitbash section was originally designed for First Light, but fits steampunk pretty well - piping and braces, again they can fit into the 'busy space' I mentioned above.
Flexi straws can also be used - bend 'em to the shape you want, prime them black, drybrush them metallic.
As an aside - I like working around a 'U' shape rather than a true '#' grid - it makes accessing the middle of the board easier, and gives a good angle for viewing - I used that method when I built a Platform Command set. (In about twelve hours with a high fever... I think that I was a little off my skull.) Purely personal taste - some of my thinking comes from theater classes, not wargaming. Now if I could only get that thinking to stretch to taking pictures of the builds....
I have been running steampunk games for years - a lot of these have seen use over the years.

*EDIT* Favorite song for building Steampunk terrain - . I generally listen to either the Pogues or the Dubliners. There are some places where the distance between Punk and Folk get awfully thin.

2 "Houseing" districts with smaller houses and alleyways.
1 Raised "hill" area. Just a larger raised area for Speeches and such.
1 Munitions Factory
1 'Jack Factory
1 Bridge over open canal
1 Old gobber scrap and junk yard
1 Tavern
1 Watch tower
1 Sewer pumping station.
Wow.. this is getting huge. and, If I make most of this with TLX, I can change them into other things later if I so desire.

Maybe the Mayhem Garage? I like the 7-11 station look, if I could only get it to be a Factory...

Really, for maximum versatility, I would suggest using the ground tiles from Exteriorworks: Hinterlands glued directly to your board as a foundation. From their, all of your TLX stuff can be built right up on top over it, and that gives you a transition area from whatever city you happen to be fighting about into the surrounding area. This also gives a lot of versatility to Himmelveil walls, as they can now be the city walls as well.
The only issue I have with this is there are a few people who lean on the table I own. and with it being Foldable, anything thats not either heavy or locked in place tends to get moved...
