Given then nice Dicetower insert, one would hope so. But yeah looks like full model on it's own.

). Yes you can use the Clocktower as a standalone terrain item without the dice guts

Does the insert fit in any standard 3x3 Swift Scenics building (assuming there is an opening at the base of the building) ?
