Currently, the only machines we support out of the box are the ones driven by Silhouette Studio. You can use other cutters, but you'd be doing your own cutfiles and putting more work into it.
Printouts with registration marks can be registered and cut, while printouts without registration marks aren't worth trying to print-and-cut. Registration marks are already present in our PDFs, however, so it's not something the end user has to worry about.
Kinkos and the like might give you some grief over copyright, but assuming you get past that hurdle, you shouldn't have a problem as long as you make sure they don't scale the output and as long as their equipment is accurate.
As for accuracy, I've found that they're about as accurate or less accurate than a human with a knife and ruler, and they often have a quirk or two. Mine, for example, acts like it's possessed by the ghost of Salvador Dali whenever it runs into round shapes, but otherwise behaves normally.
The only real advantage they bring is speed and convenience--I can do a better job hand cutting things than my cutter can, but it can do it in a few minutes compared to half an hour or more by hand, and there's something to be said about being able to lean back with a coffee while a machine does the boring part for you.
Are they worth the expense? Depends on what you do.
-If you mostly do very simple papercraft items that you can hand cut in a few minutes, then it usually isn't worth the hassle of setting up the cutter.
-If you routinely do more complicated papercraft models and you're short on hobby time, they can ensure that you spend more of your hobby time on the fun part and less of it on the boring part.
-If you have arthritis or any other medical condition that makes using a knife and ruler difficult, they can help you continue to enjoy your hobby without having to give it up.
-If you're looking to do large volumes of identical items like scenery components in a hurry, and doing the same thing more than a few times makes you lose the will to live, then a cutter really comes into its own and starts making back what you spent on it.
