It's not stalled. The status meter doesn't represent finite blocks of time, it just tells you what phase the project is currently in, and the actual amount of time spent in any given phase varies from project to project. Some go fast, some go slow, some proceed at a steady pace from start to finish, some are done in a sprint/lull cycle as the designer's schedule permits.
Short form, the only things all projects have in common are the names of the various development stages, so that's the metric we chose for the status meter on the front page. We take projects off the meter if something happens that puts a project's completion into serious question. So, as long as a project is still up on the meter, it's being worked on.
