Reaper is, hands down, the absolute best compromise between Quality (high) and price (reasonable).
I also own a great deal of Games Workshop products...their plastics can be nearly of Reaper quality and a bit cheaper in price....but the metals get SO expensive.
My absolute favorite for appearance and quality is Confrontation, but they are off the charts price-wise as well. If you want GREAT minis, and aren't afraid to pay lots for them, they're the way to go.
On the opposite end of the spectrum, the current D&D miniatures are very reasonable price-wise, but second-rate in quality. I also can't stand their "random selection" distribution.
Finally...on a historic note...Old Glory has a lot of historics and a small, limited fantasy line. About the most reasonable price I've ever seen on all-metal minis, decent variety within a pack, and a LOT of different genres to choose from.
