That sounds wonderful to me. I have been toying with various concepts, but I could tweak all to fall into that plot-line. I am also trying to look around for some cheap modern minis via hero clix to help with visualization at the table. I figure that it can't hurt due to the new found desire to try multiple genres.

A couple of additional notes, which may or may not be helpful.
The set up will not be in the Marvel or DC universe, but a unique superhero setting. So do not make your character an ex-X-men or anything of that sort. The world is intended to bear a resemblance to the Marvel setting, with a little Hellboy for flavor. That is to say, real world cities, people know about the existence of superheroes/ extraordinary things but those things do not typically live open lives (e.g. School for the Gifted cover), but most people are also suspicious/fearful of those with superpowers.
As for powers. My only hard rule so far is that anyone with time travel on the brain better have a REALLY good story/idea or they will face a paradox and die two minutes in. Beyond that, I would just recommend that you spend points wisely. Do not feel that you need to pay for everything you want the power to do, as that tends to be overly expensive. Instead, think about the main power/effect you are looking for and buy that. If there is a close second effect, one you want to be doing a lot of the time, think about linking that power. Most everything else you want your power to be able to do when the story calls for it, well that can happen by using extra effort/victory (aka hero) points. For instance, if you want to be able to weaken enemies through a corrupting touch of entropy...do not feel you need to also pay to be able to decay walls, unless that is something you think you'll be doing all the time. You are otherwise better off doing the wall trick when absolutely needed through the extra effort mechanic. If you do want to be able to do both, think about linking (by paying for the alternate effect) the two affects.
When it comes time, I will want to see attributes and powers. This will help me know what you can and can not do, which will be good for everyone when I design the storyline/events. Also, I tend to use states beyond the roll component. If you have high presence, people will look to you as a leader. If you are the big brawny type, well then people may look to for a fight or run from you depending on your attitude. The reverse being true for the small guy, they might be the first one ambushed or completely ignored in a melee until they do something to attract attention. My bad guys are not going to distribute attacks evenly, but react to what they see and to what is happening. NPCs are also often an important part of the plot. How you apear to them and in turn involve them will impact how the story goes. I may also slight additional story points/details to you depending on your traits. High perception might mean you notice things, the benefit advantage of being a cop might mean you get a feeling from a suspect, and the guy with expertise in Engineering might realize that the building is going to fall down from all the damage without even havnig to roll. You can always remind me about these as factors of your character, but if I am aware of them first I will try to bring them in on my own where I can.
In the meantime, ask questions, throw out ideas, and let me know what you are thinking. I plan on having the basics worked out for the next time we play. If that lets us dive into the story, great. If people are not ready, we can work on characters or work out bugs through a "Danger Room" scenario that I'll have ready as a back up. That will involve little plot, but just help with mechanics of powers and getting use to the rules.

That's not far off from what I was thinking as far as what you would need to do for a fantasy setting.
While I was playing around last week, I even made a Witch-hunter and a version of Dyer as he was when we first started based on a PL6.
I'm not entirely happy with the witch-hunter (many related to skills), but the Dyer version was pretty close. Again skills seemed a little low, but the powers (while not identicical mechanically) had the right feel. I worked out the main attack to be an eldrich blast ranged damage effect that was either linked to or set up as an alternate effect with a ranged affliction. A short range teleport for fey step, low-light vision, and some limited immunities got me the racial traits pretty cheap. Throw in a few raised defensive traits with limitations related to having to keep moving and some advantages, and it would play about the same.

Let me know what you have questions about and I'll do what I can to clear things up. Is it general rules, character creation, powers, or something else where you get confused. I might suggest starting with just a basic grasp of the concepts of attributes, skills, advantages, and powers. After that, work on the understanding the specific mechanics that are likely needed for your concept. Don't worry about broad game mechanics until later.
For the most part, I would rather know about the broad concept for now. That I can us for planning plot and maybe offer some ideas/rule hints on.

Ok, so my hero is known mostly through lesser populated regions of Europe. Among the names used when referencing him include Kelch, Son of the River Thames, Neige, Infuria Fiume, Parshandatha, and Pontus. At the outbreak of World War, he volunteered his unique skills to the English government. Initially, he was incarcerated and tested due to his foreign appearance. He was interrogated thoroughly when he wasn't recovering from his surgical wounds, and brief attempts were made to break and psychoanalyze him. He was eventually rescued by the Secret Intelligence Service, where he was treated, compensated, and employed as a cold weather and amphibious commando.
This guy can raise water temperature up to but not exceeding 98.6 degrees Fahrenheit and lower water temperature to below freezing, flash-freezing by touch. Possesses subcutaneous pseudo-nephron-like organs that can filter, manipulate, store and release amounts of water through his semi-permeable skin at will, even converting salt water. Can lower or raise the pH, manipulate water pressure and surface tension, move ice in such a way that it "bends" instead of breaking. Has two additional ventricle-like organs located superior to the clavicle protected by tough cartilage that can store water and forcefully expel it.

Paul, I like the thought put into the background and that definitely gives me some stuff to work with. I would though expand more, think more broadly, or describe in more cinematic ways what your character does. On the geek level, it is fine to debate if superman has his powers at night because he has alien skin cells that absorb and store the earth's yellow sunlight during the day which can then be supplemented by light reflected from the moon...for character concept it is more important to know that Superman is the last son of Krypton, with super strength and is nearly impossible to hurt, who has decided to fight for truth, honor, and the American way. He flies, he holds up bridges, and can either shoot heat rays from his eyes or freeze things with a deep exhale (but would never use either on a person). He has other assorted powers, but those traits are a big part of his character. That he is super strong, but not for all his strength a super effective fighter is another trait that would be important for the concept. He may hit a bad guy, but he is not going berserker or Kung-Fu on them.
So far what I have as to how he would look on the big screen/movie poster/comic cover would be a hardened military/commando type silhouette with at least a vaguely inhuman quality to his build. Is that the picture your are going for?
Not clear on if you are thinking about him being a "sleek and silent/in-and-out shadow" or an "Arnold loaded down with heavy weapons and looking for a big body count" solider. I'm also not clear on what his feature ability/move/action would be. In other words, what would he be pictured doing on the movie trailer/poster/comic cover? Is he blasting streams of water around, shooting ice shards, can he change the pH to the point it is acid, or tweak the pressure to the point it cuts steel? Does he flash freezing the water in people's body when he grabs them, or is he just able to manipulate pools of water he touches? Is making ice malleable something he does a lot, or more a variation on the water theme. Don't worry so much about the range of things he can do, but think about what is it important for him to be able to do scene after scene.
In terms of mechanics, for powers you seem to be thinking some minor (1-2pt) Immunities (drowning, cold water, maybe depth) as well as maybe a range of other minor effects or control features. In the end, you're going to want to be able to invest more points in 1 to (at most) 3 distinct powers that you'll want to be able to use in most situations that you see your character getting involved in. You;ll also need to think about how your guy matches up to the average person in terms of attributes, as well as what other talents/traits he might have that make him stand out.

Here is a quick overview of character creation, for any interested:
You are going to have 150 points to work with to:
Buy higher than average (rank 0) Attributes, at the cost of 2pt per rank bought (i.e. 2pt for a level 1, 8pt for level 4, 16 pts for level 8). These are your base abilities/personal traits. Amongst other things, Attributes also determine your base Defense ratings. Those Defenses can be raised separately for 1pt per level, but can also be affected by other things you spend points on.
Buy Skills (1/2 pt for 1 point in a skill), which are specific things you are good at, knowledgeable about, or have received training.
Buy Advantages (1pt for most, some require ranks at 1pt for each rank), which cover broad range of characteristics that make you stand out from the average person. This can include being rich, a cop, having equipment on hand, being really good at something, or having a talent above and beyond what others can do. In general, they widen what you can do or open up things up.
And of course, buying Powers, which covers all the stuff that exists outside the real world. This includes all sorts of things, from extraordinary skills or attributes to magical/superhero powers. Powers you buy also include things that are key to your concept, even if they are not internal to your character. This can include magic swords, power armor, amulets or rings that bestow abilities, or anything of the like. The biggest bonus of buying things as a Powers, beyond that it may let you do extraordinary things, is that what you buy with your points is not the only thing you can do. Powers have a versatility aspect, where you are able to do more or different things in the moment. For example, if you buy the ability to shoot bolts of flame as your power (a Blast effect) and need to create a fire shield on the fly for a particular scene...you can do it (either without spending more points during character creation, or maybe at an add-on of just 1 or 2pts at end).
Here's more details on Abilities: Attributes are eight abilities that define your base/natural state. The 8 attributes are Strength, Stamina (General resilience/health but also your resistance to damage in the form of Toughness), Agility (stealth, speed, and avoiding area effects), Dex (range attacks and driving), Fighting (close combat-attacking and dodging), Intellect (knowledge and reasoning), Awareness (willpower, wisdom, and intuition), and Presence (charisma, presence, and persuasiveness).
Across most ranks/traits, think of 0 as average, -2 being children/impaired adult, and 2 being well above average. 4 is a gifted individual, 6 you are among the best in the world and 8 is the lowest tier of "Superhuman" traits (that is to say, not naturally obtainable under any normal situations).
Remember that what you buy for an attribute at this point is your "natural" attribute level, or your walking around level. You can buy (at the same 2pt per level, or maybe even lower cost) additional levels of an attribute as a Power if it fits your character concept. Overall though, your end attributes are not likely ever be above 8 to 10 in areas vital to your concept and will be lower in areas not needed. The exception would be if that attribute becomes a defining point for your hero concept, in which case the attribute might be up around 15...but really not any higher. At 15, with this power level, you are going to be extremely potent with that attribute...but not be able to be trained to us that attribute to any great degree. You will instead be relying more on raw ability.
And a quick note about Powers:
Again, you do not want to buy ever power you want your character to be able to display. It is not worth it, and not the way the mechanic of powers is meant to work. You can buy a gun or flamethrower as a piece of equipment under Advantages for pretty cheap in terms of character points...but it will only ever be a flame thrower or gun. If you buy a flamethrower as a Power though, you can have that flamethrower do extraordinary things that no normal flamethrower could ever do.
Calculating the cost of a Power does get a little tricky, but you can not even get to that point unless you know what you want to be able to do. Powers broadly work as either being an Attack, Control, Defense, Movement, or Sensory effects. If it doesn't fall into one of those, it is a General effect (most of which are alternations in form, appearance, or how you do things without any other impact) . So, one method of thinking about what Powers you want to have would be to look at each of those individually, and ask what (if anything) is extraordinary about your character in that area. What extraordinary Attack do they possess? What Defense(s)? Do they display an extraordinary amount of Control over something/one? Do they Move in some extraordinary way? etc. Make a short list, then push to the side anything you do not see them doing repeatedly in an 2 hour movie about their adventures. Little things can be bought fairly cheap, but feature abilities (those things that make your character really stand out) are likely going to be big ticket items (i.e. expensive). That cost can be cut down, but for the most part a good power is still going to cost you. That is okay though, because you are also paying for the opportunity to vary that effect on the fly at times. I honestly would not plan on more than 3 feature powers across all the above types of powers. Most of the time, you can get away with 1 or 2 powers, with maybe a 1 pt add on alternate effect as a back up. You will also want to start off with your biggest (in scale, effect size, or complexity) Power first. Once you have that down, you can see if it is just cheaper to add on another affect for 1pt or if you really need to spend a bunch of points to do something else.

Jennifer is thinking about focusing on Phasing with a side of martial arts and some minor flight when phasing to assist moving through multiple levels of a building or what have you. (Think Shadowcat)
I am thinking about focusing on absorbing the energy of attacks and then releasing this energy to retaliate. I would like to throw in a hefty amount of regeneration and a minor amount of toughness to make me able to survive the attacks necessary to build my power. I am envisioning everything from getting hit with an energy beam and returning the same thing to following a teleporter through their portal using the ambient energy. (Think Bishop or Sebastian Shaw)

One thing to think about for yourself would be a modifed version of the Deflection Power, with the reflect and redirect add ons and maybe reduced down range to close and/or some other modifiers to get the cost under control. Even as an alternate effect, it might get you what are looking for in some instances.
For Jennifer, look at Permenate (4pts unmodifed) under the Movement powers as an alternative to Insubstantial 4 (which costs 20pt). Permenate lacks the bonus immunities that Insubstantial give you, but you have less issues with using strength or effecting corporal things. If she does take Insubstantial, I'd recommend thinking about getting a few alternate effect powers attached.

Okay, I figured out how the person who built the Bishop example that was used as a template bought those powers. He bypassed the "Energy Absorption" power descriptor as it appears in the book and just bought powers with the "Fades" modifier. He then linked that "Fades" modifier to be reset by what he descriptively titled Energy Absorption in his write up, but was actually just a grouping of immunity/defensive powers centered round energy. The result was that he bought powers (ranged attack power, several enhanced traits, and the regeneration) at a lower cost, but those powers fade each time he uses them unless he is getting hit/exposed to energy attacks/damage. The "Energy Absorption" power write up does not, in contrast, give any price cut to powers. The other advantage doing it his way compared to having taken the written up "Energy Absorption" power from the book, he has the "Fades" modifier appearing to be completely reset whenever his titled energy absorption power set gets used (i.e. always goes back up to max ranks, even if it is a low rank effect that doesn't get past his impervious level that hit him). This is in comparison to the "Energy Absorption" power write up, that only allows a rest to the rank you buy or the attack effect, whichever is less (thus if you get hit by a rank 1 energy effect, you only get 1 rank back).
The way that the power "Energy Absorption" in the book is written up works less efficiently, and even looking at it again I do not see the point of getting it. You essentially buy a power at the same cost as you could normally, but have to worry about it fading unless you absorb a type of energy. The only good news for you in the book is that the recharge for your fading power level is built in and automatically triggered if you get exposed to the energy type. Otherwise, the normal Fade is reset rule is, "The GM decides when and how a faded effect recovers, but it should generally occur outside of combat and take at least an hour’s time". So with the book "Energy Absorption" you have the flaw with an much easier trigger for recovery, counterbalanced by limiting the amount of recovery to the energy level you are absorbing. You are still essentially taking on the Fades flaw though, without any incentive in game mechanics such as being able to buy the power cheaper. The only motivation would be to replicate how a power works in a comic, but I can see absolutely nothing in the rules mechanic to reward you for taking a power this built in flaw/manner.
So, back to the template Bishop, technically the guy who built him did a house ruling that the "Fades" modifier attached to the powers bought resets whenever hit by an energy attack, instead of obeying the "GM decides when and how a faded effect recovers, but it should generally occur outside of combat and take at least an hour’s time" rule. Effectively that gets him the reduced cost for the Flaw "Fades" without the intended downside. From my point of view, I'm not sure I really have a problem with that when all is said and done. Mainly because I could otherwise imagine getting a similar effect by taking the "Limited" flaw (which has the same -1pt/rank cost incentive as "Fades") and writing it up as, "charged by being hit by an energy attack, fades 1 rank per round."

I hope today worked for working out a few kinks in character builds and as a first playtest of the combat rules.
While its not exactly clear when the next session will be, I'm going to try to keep develop things until then. While means I'll still answer questions, take input of what you want to do, and incorperate ideas you have for your characters (villians, friends, plot points, etc). I figure for next time we can pick up at one of a few points, depending on the goals we have.
The next set up could be:
1. "On the Trail" -Our superhero's have become aware of a potental threat, and need to track down leads and begin to explore the mysterious danger approaching.
2. "Cut them off at the Pass" The threat is active, but our heros have gotten word of the next target and are on their way to prevent the bad guys from accomplishing their current goal.
3. "Defeat the Big Bad" The head villian is about to complete the master plan, dive into the climax battle.
The way I see it, 1 would let us explore other role playing and interaction aspects of the system. 2. would be a lot like what we did today, though I would try to get more then one scene out if it and have some opprotunities for interaction/skills to come into play. Last, 3 might focus more on on non-routine combat and story line events (using the environment, dealing with restrictions on your powers, having to work together to defeat more powerful opponents while also needing to use your own abilities to accomplish specific goals). 1-2 are easy to run and I have usable options for either on hand already. 3 would demand some more prep, but is more dependent on me knowing what assets you'll be working with...specifically, who's playing that day.
So, let me know what you are thinking when you have the chance.

My current idea is that anyone demonstrating a clear character development aspect (like posting the image) between sessions will get a bonus Victory/Hero point or two at the start of the next session.

I am also hoping to post something in the next day or so about the setting/agency your superhero's will be centered around. That might help add some structure if you want to throw in your own ideas for NPCs and/or include details about your characters. If nothing else, it should with the feel/flavor/themes I what you to think about when playing.

A little flavor for background on the setting of our hero's game:
Following the 1925 incident, a consortium of wealthy New England families and Massachusetts academics secretly approached President Calvin Coolidge. Coolidge, a Vermont native, was aware of certain esoteric features of the Northwest. He was not though prepared to believe the seemingly wild claims brought to him about nature of the world (and beyond), but did agree to authorize a small scale effort to monitor and research the group’s claims. This group began to then document increasing incidents of humans displaying superhuman characteristics, fringe scientific developments resulting in horrific results, as well as frequent fanatical outbreaks coinciding with cultish observances and ancient cosmic cycles. When the group’s warnings and intelligence about Hitler and his allies was proven accurate, what had become known as Project Arrowhead was given a far reaching mandate.
Under the duel oversight of the Office of Strategic Sciences and Research in conjunction with the Office of Deep Naval Research, Project Arrowhead has been charged with the study of potential paranatural, primordial and occult threats. Their mission state covers the defense of American and its allies from these threats by all necessary means, even so far as the development and application of these same forces against those things that would present a danger to mankind
Project Arrowhead’s primary facility is hidden away in the forests of Maine. As an official government entity, the Project predates the Manhattan Project by ten years, but shares several characteristics. Even more so than its sister program, though, the Project continues under an extreme blanket of tight security and secrecy in the post WWII years. Above and below ground facilities host industrial, military, and research buildings as well as housing for select military and civilian personal recruited from the best in their fields. Developments at these facilities goes well beyond being advanced, including onsite work with Nikola Tesla’s Death Ray, attempts to meld cloaking and antigravity technology to military assets, and designs for the realization of autonomous mechanisms. Work extends beyond making advances in technology, with efforts to incorporate eldritch knowledge and ancient nonhuman math into the modern applications. The peak of these hybrid efforts is know as The Chamber, which is both the size of a baseball field and enclosed in a cavern no bigger than a basketball court. Biological and medical investigations also take place on site, utilizing both human volunteers and a vast catalog of obtained specimens. While the Project’s mission statement is intended to be purely patriotic, in practice it often applies an Ends Justifies the Means philosophy. Most Project staff possess noble intentions, but all are taxed over time by the risks presented by exposure to their work.
Finally, the Project has begun over the last several years to explore the training and deployment of unique squads of personnel as assets for covert and hostile situations where no human would stand a chance of success. These special personnel were individually set out for discrete trails and missions during the last years of WWII, but growing threats have resulted in these units being looked to as the answer more frequently for domestic and foreign threats.
Alignments within the cosmic cycle, the impact of the atomic age, and a proliferation of unnatural sciences developed during the war wear uneasily on a very tense global stage. Domestically, the East Coast (and perhaps New England specifically) has seen smaller intervals between incidents and events that occur in less remote locations.
The feel of this should be more Hellboy than Avengers, but with probably a more seriousness tone than the agency in the Hellboy movies was given…unless the group wants a subtle comic undertone. The scale though should seen as operating on a grander scale, something in line with the Men In Black (again, without the humor unless you as players want it) but with steampunk and lovecraft influences rather than advanced aliens. I’m also thinking much less international cooperation, and much more American and its allies. Oh, and I’m thinking more of the CIA and Hoover’s FBI than Justice League as far as atmosphere. If you ever saw the Sci-Fi series Threshold, that would work as well. Characters would be associated with the Project, maybe recruits or even products of its research in some way. Secret identities are an option, but concealment may otherwise just be part of your involvement with the Project. You are free to develop ideas about NPCs you might know from within the Project, though I may have some input and I will have final say/control of them. If you spend character points on them, you will have more say, but do not feel that you have to spend points on an associate to have one. A lot of superhero stories involve important relationships, so I’d rather just have the material/background/concept for use in storytelling than not.
A quick note on Complications. The general rules call for each character to have at least two complications, though you can have more. In a general sense, Complications are plot hooks. What they do for you as players is give openings for you to earn the Victory/Hero points you need to edit aspects of the story or vary your powers on the fly. Once complication is suppose to be your motivations, that is “Why do you go around living life as superhero”. Besides motivations, anything that can complicate your characters life in a broad way works. Complications are best summed up in one line, as they are not to be so much specific things as themes that affect the story. Again, at least two complications are what the rules intend, but you can have more. One important point to keep in mind, complications though can only be used if I am aware of them. Examples of complications include spiderman’s “Great Power means Great Responsibility” motivation as well as “Protecting those he loves” cliché that gets him into so many messes. Superman has “Fighting for Truth Justice and the American Way” as well as “Vulnerable to Kryptonite” (note that this wording actually leaves things open to different types of kryptonite). Hulk’s might be “You wouldn’t like me when I’m angry” and “Hiding from the military”..

I second the idea of the 3rd. I have Science Olympiad this Saturday (23rd) and that leaves just Sunday for family time.
Project Arrowhead sounds interesting, for sure! I could see wanting to have this going for more than just a short-term endeavor. I like the idea of battling whatever you think that we should. I find it unlikely that we will be set to jump into the realm of fantasy without at least another two or three sessions of supers (but I could be wrong). If we do have the more extended time with these characters, there is no reason to jump into something you aren't excited about or comfortable with.
Complications: Does "The Ends Justifies the Means" work for one? I am thinking about going with a character with a firm connection to the organization. Impulse strikes me as a volunteer with nothing to lose...except for what the Project has given him...both financially and emotionally. I am also tempted to try and give him an emotional attachment to the group's phasing character. She seems rather attractive and with the ability to phase, who else could be better at playing hard to get?

Until some other distraction comes up, I'm spending my spare moments playing around with concepts and scenarios for the super games. So, I will be able to run as needed or for as long as needed. That could me a variety of partially linked events, a mini campaign or even a long term back up game. Right now my thoughts have been revolving around possible villains and potential a nemesis or two for the characters. I'll likely circle back around to some NPCs as well.
As for the motivation of "The Ends Justifies the Means", that will work well as long as there is common understanding for the "Ends" is. For instance, is Impulse's ends whatever the current goal of the mission is, or is it the mission statement of the The Project itself. Either way, you in line to earn points when you did something particularly interesting/noteworthy to accomplish that goal regardless of the other consequences involved or how others might view your actions. In turn, an effort for good storytelling would be to insert plot points where you might have to make some critical or harsh decisions in order to serve the Project or otherwise have you set up as the go to guy for task that involve "The big picture". An emotional attachment to Jennifer's character works as a complication as long as it in some way, well, complicates things. Rogue falls in love with a view other mutants but can't touch them, Wolverine pursues Jean Grey but she is linked to Cyclopes, etc. So you'll just have to agree to how the relationship is complicated, and make sure I know so you can get points when it comes up or when I can exploit it. So some elaboration on the standard star crossed lovers complication would be beneficial (i.e. why is she running or what keeps you apart).

I have a few options for scenarios, but it is not to late to make requests or thrown out ideas for your character that you want me to include in my planning.

I forgot to mentoin before I left (likely because I was trying to forget) but my next two weekends have gotten a little complicated. So, I wanted to find out the everyone else's opinions/options for the next two Sundays.
I can likely do one, but I'm going to have to do some planning ahead to make it work. So, I wanted to start setting things up sooner rather than later for whichever (10th or 17th) works best.
(The other thing woudl be to go back to Sat for a week, and do this coming Saturday the 9th)
