However, let's take a sample inn. Say, "The Guinea Worm Inn". It's the inn you unknowingly build when using IW:P&I. They have no-marks barrels, and three-marks barrels. So they use barrels once, then invariably sell them to someone else after a single use. But they also buy older barrels, which have been used thrice already and are on their last leg, and get rid of them after a single use (or simply don't add any more marks and hope the customers don't notice). Sounds stretchy.

I'll propose one: Some customers like beer from the new barrels, because the taste is purer, and others from the older barrels, because they taste richer. So the innkeeper makes his first cross as a small notch on the back of the barrel, where nobody can see it, and still passes off the barrell as first-use. Then, when the time comes to make the second mark, he slaps three crosses on the front and says it's a very old barrel with rich flavour. If anyone asks where are the barrels in between the no-crosses and three-crosses stages, he makes sure to sit them between the table used by the local militia and the table used by adventuring parties, so that they get inadvertently killed by a bad die roll on either group's part.
