I'm working on assembling the Roll Arena. Looking at the instructions it looks like piece 03 isn't needed. This is a small piece and I don't know about anybody else but I have a hard time glueing small pieces. (Maybe its my pudgy fingers.)

I just wanted to check and make sure that this wasn't a critical piece before I didn't include it.

It makes the covers removable. If you don't want them to be removable, you can leave out #3 and glue #2 on the corners (in step 4, where it says "Don't glue").

The point of the corner parts being removable is the hope for add-ons to the Roll Arena, such as slot-in wheels or dials or whatever.

I'd say try to build it anyway, and if it doesn't work out, you can always glue the corner down. It's good practice for the fiddly bits, and if it is a bust, no worries!

I think I'll give it a try and see how it goes. Though I have a feeling that I will end up gluing down that corner. I'll let you know how it turns out.

Like someone else said it is for future Add-ons or kitbashes, of which I have one a waiting the new review system. It is 40k specific alternate corners for tracking dice allocation.
