If you want to use some kind of power, they have spray snow, which will stick to whatever you spray it on. Not sure how much it costs anymore, but it looks pretty good.

If you want to use some kind of powder that you'll dust over the models, here's how I would do it.

1) Assemble the model.
2) Spray from above pointing down, some kind of spray adhesive. Only work on as much as you would be able to before the spray has set.
3) Sprinkle on your powder.
4) After the spray adhesive has set, shake off the excess.
5) Apply a second coat of the adhesive to ensure what is on will stay.
6) Have fun with a snow coated card stock model.

Personally though, I'd go with a spray snow product though. Less muss of fuss!

Good facts about the spray snow. Hadn't ever really tried it myself, so I didn't know about the liquid content. Course, you could try to seal the model first with a gloss coat, but once again, make sure to check the water content of whatever you're adding to your model.

Also do a test model first. I don't have to worry usually about color runs, because my printer uses a color fast type of ink. We've even soaked unfinished parts in water before and the worst we got was warpage! Not really sure how the ink is made, just know that it holds really nicely.

I'm going to have to look into the different spray snows now that I've suggested it to see if I can find one that won't warp models. That's still the way to go if we can find a product that won't kill our models.

Course, if you could find a properly colored texture paint, that might work also!

I have used spray snow on Village Works buildings to good effect. I used a plastic stencil for the edges, slightly wavy at the bottom. This was back when I used a Lexmark printer, I think that the ink used in HP cartridges may be more sucseptible to water damage. But there was no major damage done on them by the snow. (One has even survived the great moving disaster of 2004...)

I ended up using white felt, which I also used as the snow for around it, and it worked very well. Due to space considerations (this was for a decoration at work) I had to limit myself to just the CWU gatehouse flanked by a pair of towers with the pointed toppers. That and an improvised Santa mini and a X-mas shield over the doorway make a nice little decoration. I'll have to post a photo at some point.
